Wien 1814. Zar Alexander zieht zum Kongress in die Donaustadt ein. Plötzlich fliegt ihm ein Blumenstrauss an den Kopf. So lernen sich der mächtige Zar und die kleine Handschuhverkäuferin Christel kennen. Alexanders Herz hat Feuer gefangen und bald zieht Christel wie im Traum auf ein Schloss.
