Un matin, Lolotta trouve un bébé dans un chou qu´elle élève à l´écart du monde, selon ses principes de bonté et de fraternité. Lorsqu´elle meurt, le jeune Toto est confié à une institution de laquelle il ne sort qu´à sa majorité. Il découvre alors le Milan d´après-guerre et décide de faire le bien autour de lui, organisant un bidonville avec des sans-abris. La découverte d´un gisement de pétrole attire un riche homme d´affaires qui rachète le terrain et veut en chasser les habitants. C´est alors que Lolotta s´évade du paradis pour ramener à Toto une colombe qui exaucera tous ses voeux...
